Games of Chance (Raffles and prize draws)
These are ideas where the result is simply down to luck, such as raffles and prize draws. They are all covered by legislation.
When a small raffle is part of a big event, this does not need a license, as long as there are no cash prizes involved and tickets for the raffle are sold at the same time as the prize draw. However, if you are planning to sell tickets in advance, or to the public, you will need a license to do this.
Collections
If you would like to plan a collection on private property, such as in a shopping centre, or a restaurant, you will need to obtain permission from the manager or owner. If you would like to plan a collection on the street, you will need a permit from the local authority. This can take weeks to get hold of, so make sure you plan in advance.
Please don’t collect money door to door; it’s illegal without a licence.

Public Liability Insurance
If you’re organising an event, you may need public liability insurance. You will be responsible for making sure that your event doesn’t pose a risk to anyone, and you need to make sure you’re covered if something happens.
Public Entertainment License
If you’re thinking about providing entertainment or selling alcohol, you will need a Public Entertainment Licence. If the event is taking place at a hired venue, then they may already have one, so check with the venue first, before contacting your local authority to apply for one. This can take weeks to get hold of, so make sure you plan in advance.
Health and Safety
It’s important to consider all of the risks associated with any of your ideas. Some important points to consider:
Does the hired venue need a risk assessment?
Is first aid support readily available?
Will you need a hygiene certificate?
Is money being handled safely, legally and securely?
